Building Plan Submittals



New Building Application

Required for any new structure used or intended for supporting or sheltering any use or occupancy.

Please be sure to include the following with your application:

Provide the project name with address and the county tax parcel number.

Provide the number of stories and total square footage.

Give a brief description of the scope of work.

Provide a construction cost. See below for fee calculations.

Provide the Primary Point of Contact.

The property owner’s information: equitable owner of the property.

The applicant shall sign and date the application. Without an applicant signature and date, the application is incomplete.

Any anticipated phasing requires separate permitting. As an example, if you have a multi-story building and need to final one floor at a time, phasing would be required. Once a permit is finaled, the permit is closed. No further work can be done. Please inform all fire protection system installers of the project phasing.

One (1) copy for each building plan drawn to scale to include the following information as described.

  • For new buildings that will include automatic sprinklers, the Preliminary Sprinkler Form and applicable attachments shall be submitted with the building plans.
  • For installations of new fire pumps driven by an electric motor please refer to Electrical Plans for Fire Pumps. Approval documentation from a licensed electrical inspection agency will need to accompany the building plan submittal. A list of Licensed Electrical Inspection Agencies can be found here.

Building Plan Review Fee:

For any project less than $21,428.57, a minimum $150.00 fee is required for plan submittal. All others multiply the construction costs by $0.007 for projects up to including the first million. Projects over a million its $7,000 for the first million and the remainder is multiplied by $0.003 added to the $7,000. A check, money order, or cashier’s check payable to the State of Delaware. NO CASH.

A site plan approval is required prior to approval of any new/addition/shell & core buildings.


Tenant Fit Out, Renovation, Occupancy Change Application

Required for new tenants, a renovation of a structure, or an alteration by change of use in an existing building to a new occupancy classification which imposes other provisions of law governing building construction, features of fire protection, and means of egress.

Please be sure to include the following with your application:

Provide the project name with address and the county tax parcel number.

Provide the number of stories and total square footage.

Give a brief description of the scope of work.

Provide a construction cost. See below for fee calculations.

Provide information about the Property, Building, and Suite/Unit without this information, your application will be incomplete.

Provide the Primary Point of Contact.

The property owner’s information: equitable owner of property i.e.: landlord.

Provide the Tenant information.

The applicant shall sign and date the application. Without an applicant signature and date, the application is incomplete.

One (1) copy for each building plan drawn to scale to include the following information as described.

  • For new tenants/renovations that will include automatic sprinklers, the Preliminary Sprinkler Form and applicable attachments shall be submitted with the building plans.

Day-Care Occupancies Application

Required for new Family Day-Care Home (up to 6 clients), Group Day-Care Home (7-12 clients), Day-Care Center (13 or more clients).

Please be sure to include the following with your application:

Provide the project name with address and the county tax parcel number.

Provide the number of stories and total square footage.

Check what type of daycare you are applying for with a description of your daycare and how many clients.

Provide construction cost. See below for fee calculations.

  • Construction cost for family and group it’s the cost to convert area(s) to a daycare.

Provide information about the Property, Building, and Suite/Unit.

Primary Point of Contact should be filled out and is usually the applicant.

The property owner’s information: equitable owner of property.

Provide the Daycare owner information.

The applicant shall sign and date the application. Without an applicant signature and date, the application is incomplete.

Please choose the correct type of daycare that you are applying for.

  • Family Day-Care Home (4 to 6 clients): A family day-care home shall be a day-care home in which more than three, but fewer than seven, clients receive care, maintenance, and supervision by other than their relative(s) or legal guardian(s) for less than 24 hours per day, generally within a dwelling unit.
  • Group Day-Care Home (7 to 12 Clients): A group day-care home shall be a day-care home in which not less than 7, but not more than 12, clients receive care, maintenance, and supervision by other than their relative(s) or legal guardian(s) for less than 24 hours per day, generally within a dwelling unit.
  • Day-Care Center (13 or more Clients): A Day-Care Center is an occupancy in which 13 or more clients receive care, maintenance, and supervision, by other than their relatives or legal guardians, for less than 24 hours per day. Requires automatic sprinkler protection, and fire alarm system.
